Tidal Basin seeks a Coastal Engineer for its Federal Disaster Recovery Cadre to support FEMA’s Public Assistance Program. This travel-intensive, temporary position plays a key role in aiding coastal recovery projects after natural or man-made disasters across the United States.
Deploy as a Technical Specialist to provide expertise on coastal recovery projects.
Serve as a Site Inspector to inspect permanent facilities and document damage extent.
Measure facilities using standard measuring tools such as tape measures, measuring wheels, and laser levels.
Complete Site Inspection Reports and capture Essential Elements of Information (EEI).
Serve as a PDMG (Program Delivery Manager) and manage diverse stakeholders.
Facilitate in-person and remote meetings and review documents for program compliance.
Explain the PA Program and translate complex policies into layman’s terms.
Deploy as a Cost Estimator to estimate rebuilding or replacement costs for damaged facilities.
Deploy as a 406 Mitigation Specialist to advise on mitigation strategies, prepare cost estimates, perform Benefit Cost Analysis (BCA), and write 406 Mitigation proposals.
Skilled in Coastal Engineering.
Proficient in Microsoft Office and TEAMS.
Proficient in using measuring tools such as tape measures, measuring wheels, and laser measures.
Must have a laptop and cell phone.
Must know or be able to learn Grants Manager, GoogleEarth Pro, and other FEMA systems.
Must know or be able to learn how to create a Firmette or Flood Map.
Must be able to learn time and expense tracking systems.
Excellent oral and written communication skills.
Ability to follow directions and work in challenging conditions.
All candidates must pass FEMA security, Grants Manager, and PDMG or Site Inspector training.
Mid-Level: 5+ years’ experience as a Coastal Engineer.
Mid-Level: Undergraduate degree in Civil or Coastal Engineering with relevant coursework.
Mid-Level: P.E. license is a plus (not required).
Senior-Level: 10+ years’ experience as a Coastal Engineer.
Senior-Level: Undergraduate or higher degree in Civil or Coastal Engineering.
Senior-Level: P.E. license from any state required.
Senior-Level: 2–3 FEMA PA deployments or 2 years’ experience on 1 FEMA PA deployment preferred.
Prior experience with FEMA Public Assistance is preferred but not required.
Working knowledge of Grants Manager or ability to learn.
Part of a specialized disaster recovery team with national impact.
Travel expenses covered; lodging may be provided up to a year.
Work from various locations including disaster sites, home, or FEMA facilities.
