Tidal Basin is seeking a Federal Construction Manager to join its Federal Disaster Recovery Cadre. The role supports FEMA’s Public Assistance Program and requires travel to federally declared disaster sites, with potential work from home or FEMA offices. Travel expenses are covered, and deployments may last up to a year.
Conduct inspections at disaster-damaged sites and facilities to document damage extent.
Measure facilities using tools like tape measures, measuring wheels, laser measures, and GoogleEarth Pro.
Complete documentation including Site Inspection Reports (SIR), Damage Description and Dimensions (DDD), and capture Essential Elements of Information (EEI).
Use FEMA’s Grant Manager software to compile and enter data.
Create maps, photo markups, and sketches to supplement written reports.
Provide applicants with professional customer service and follow-up.
Provide personal safety gear and measuring tools for site visits.
Guide applicants through the FEMA Public Assistance Process.
Coordinate delivery of grant funding with FEMA Task Force Leaders.
Manage relationships with various stakeholders including recipients and subrecipients.
Enter, update, and retrieve grant data using Grant Manager.
Ensure compliance with all relevant regulations.
Lead applicant meetings such as Exploratory Calls, Recovery Scoping Meetings, and Transition Meetings.
Track applicant responses to FEMA’s Requests for Information.
Facilitate document transmittal between applicants and FEMA’s Consolidated Resource Center.
Proficient in Microsoft Office, especially Excel, Outlook, and TEAMS.
Familiar with or able to learn FEMA systems including Grants Manager and GoogleEarth Pro.
Ability to use measuring tools (tape measure, measuring wheel, laser measure) for inspections.
Capable of using laptops, cell phones, and time/expense tracking systems.
Strong oral and written communication skills.
Ability to work in challenging environments and with diverse stakeholders.
Capable of translating complex processes for applicants and leading meetings.
Highly organized and detail-oriented.
Must complete FEMA security, Grants Manager, and PDMG or Site Inspector training.
Mid-Level: Bachelor’s degree with 5 years of related experience OR 10 years of related experience without a degree; 1 year of FEMA PA deployment experience.
Senior-Level: Bachelor’s degree with 10 years of related experience OR 15 years without a degree; 2–3 FEMA PA deployments or 2 years on one project preferred.
Must pass a federal background check and maintain EOD clearance and FEMA badge status.
Travel expenses paid for deployments up to one year.
Potential lodging in hotels during deployment.
